The Broker has operated in Sable Coast for longer than most players have been alive. Before the network formalized — before there was a system to route operations through — there were always intermediaries. People who sat between the people who needed things done and the people who could do them. The Broker is the current iteration of that role. More capable, more connected, and more patient than any predecessor.
Nobody knows who The Broker actually is. Several people think they do. They are all wrong.
The Broker does not take sides. Factional loyalty is bad for business — it narrows the client list and creates enemies where there should only be transactions. The network is open to anyone above threshold. What that threshold requires changes. What it filters out does not.
Every operation that flows through the system carries a small allocation to The Broker's margin. Not tribute — access. The network doesn't maintain itself. The contacts, the intelligence feeds, the payout authority, the operation briefs — all of that has a cost. The Broker absorbs it. You pay indirectly, in trust and in performance.
The Broker does not offer safety. That is your department. The Broker offers access, information, and coordination — conditional on your record. Stay clean enough, perform well enough, and the operations available to you expand. Drop below threshold and you deal with the street tier. That's the system. It's not personal.

Controls access to Tier III and above operations. No Trust threshold — no access. That isn't personal. That's the system.

Sits at the intersection of every faction, district, and deal in Sable Coast — without belonging to any of them.
