Luxury towers overlook working docks. Finance districts sit two kilometers from condemned piers. The law is present but selective. The underworld is organized but not unified. That tension is the game.

Aurelia District
The wealthiest quarter in Sable Coast. Glass towers and private banking houses line the ridge overlooking the harbor. Old money lives here — and new money pretends to.

Boutiques, rooftop bars, and private marina slips for people who want to be seen spending. Tideglass runs on image — and image runs on clean cash.

Lantern District
The city's entertainment spine. Neon-lit from sundown to sunrise. Clubs, live venues, underground casinos, and bars that don't close until someone makes them. Everyone passes through Lantern.

Nightglass
Lantern's darker twin. Where Lantern is loud, Nightglass is quiet — and quieter means more dangerous. Private clubs, invite-only parlors, and contacts that only meet after midnight.

The Marina
Private yachts and public ferry terminals share the same water. The Marina is where money moves without being traced — cargo manifests are optional if you know who to pay.

Sable Coast's commercial artery. Freight moves through Harbor Row around the clock. Unions run the docks; gangs run the unions. If it shipped in or out of this city, it passed through here.

Pier 9
The oldest operating pier in Sable Coast. Half the structures are condemned. All of them are in use. Pier 9 is where contraband enters the city — always has been.

Processing plants, chemical storage, and fabrication yards. Legal on the surface. The smell keeps the police visits short. Brineworks runs 24 hours because the shifts never stop — and neither does the laundering.

Underworld Core
Blackwater
The part of the city the tourist maps skip. Blackwater is where the real power in Sable Coast lives — not police power, not government power. Network power. The Broker has an interest here.

Cinderblock
The northern fringe. Residential blocks, secondhand everything, and cash-only. Cinderblock is where most of the city actually lives — and where most of the city's low-level crime starts.

Southline
Highway ramps, transit depots, and long-haul facilities. Southline is the city's gateway and its blind spot. High traffic means low scrutiny. Useful if you need to move something fast.

How Sable Coast Works
The city has systems — economic, social, criminal, and political. Understanding them is what separates a one-time score from something that lasts.
Economy
Two Economies Running at Once
Sable Coast runs two economies in parallel. The official economy — banking, shipping, retail, tourism — is visible, taxed, and regulated. The shadow economy runs beneath it: protection fees, smuggling premiums, laundered capital, and the persistent market for anything the official economy won't provide.
Both economies need each other. Legal businesses rely on shadow infrastructure. Shadow operations use legitimate fronts. The line between them is deliberately blurred — and the city's most powerful figures live on that line.
